The Federal division of Highmark was started in early 2006 and is focused on providing Advisory & Assistance Services (A&AS) along with Scientific, Engineering, and Technical Assistance (SETA) support services to federal government defense and civilian organizations. These support areas require a contractor with excellent policies and procedures in Organizational Conflict of Interest (OCI) risk mitigation, personnel security management, and project management.
